Building permits in Kathmandu
Rules differ between Kathmandu Metropolitan City and the other municipalities in the district, so what you can build depends on where your plot is. Last reviewed: 2026-10-23
Kathmandu Metropolitan City (KMC)
Permit route: applications go through KMC's electronic building permit system (eBPS).
Stages: Design the building, Collect Required Documents, Registration at Municipality, GLD Check, Architectural Design Check, Structural Design Check, Tax calculation and Payment, File forwarded to ward office, 15-day notice to neighbors, Sarjamin and Site Inspection by ward technician, Issuance of Sub-Structure Permit.
What sets FAR: KMC's building bylaws set FAR by zone, so the same plot size can allow different floor areas in different parts of the city.
Setbacks and right of way: many Kathmandu plots are narrow, and the setback from the road's right of way can take a real share of the buildable width, so it shapes the plan from the first sketch. ROW and Setback rules vary based on existing road width and GLD road width. General rule is a minimum of 4 meter wide road must be maintained while 1.5 meter setback is minimum for residential and 2 meter setback is minimum for commercial buildings.

Site risks to plan for in Kathmandu
Narrow plots: on a narrow plot, setbacks, the staircase and structural grid all compete for width, so the layout and the structure have to be designed together.
Neighbouring buildings: in built-up areas the house next door is often close to the boundary, so we check neighbouring structures during the site visit and plan the foundation and excavation around them.
Soil: we recommend soil testing where site conditions call for it, such as sloped, filled or stream-side plots, and the results feed straight into the foundation design.

Questions about building in Kathmandu
How much does house construction cost in Kathmandu?
It depends mainly on the finish tier you choose, the number of floors and the site itself, such as access and slope. Our current per sq.ft range is on our Turnkey Construction page and in our house construction cost guide, and your exact figure is fixed in an itemised BOQ before work starts. Generally, a residence costs around 4500 per sq.ft to build.
How long does it take to build a house?
With our turnkey service, about 10–12 months for a small-scale home and 12–18 months for larger or more complex ones, from foundation to handover. The agreed timeline is written into your contract.
How long does naksha pass take in Kathmandu Metropolitan City?
It varies with the application and how complete the drawings and documents are. KMC publishes its process on its eBPS portal; check the current timeline there for your plot.
Do you give a BOQ and written contract before starting?
Yes. Before any work starts you get an itemised BOQ (Bill of Quantities) and sign a written contract covering scope, cost and timeline.
Do you build to NBC 105:2020?
Yes. Every project we build follows NBC 105:2020, Nepal's national building code for seismic design, which sets how a building must be designed and detailed to resist earthquake forces.
Do you build outside Kathmandu Metropolitan City?
Yes, we build in all municipalities of Kathmandu district.
