Building Naksa Pass Process
Building a house starts from a sketch on paper. With professional help, you get a detailed design and present it to the municipality for building approval. Construction should only start after obtaining the approval certificate.
Concerned Authority for Building Approval
The primary authority is the Municipality. Housing developments or multistory apartments require additional permits covering environmental, architectural, and structural criteria.
Requirements
- Building drawings and design
- Proof of land ownership
- Cadastral map (Napi Naksa)
- Approval from the landowner, if applicable
- Proof of Malpot tax payment (tiro)
- Citizenship certificate
How to Proceed for Building Approval
1. Have your building designed by qualified engineers and architects.
2. Your engineer fills in the municipality's building permit form and design book (most use the EBPS electronic system).
3. The file is submitted and reviewed at the municipality.
4. Drawings are forwarded to the ward office for site verification.
5. The ward engineer signs off and forwards the file back.
6. Municipality officials issue the building construction permit.
Taxes are paid at various points. Construction can begin once approval is received. After completion, you can apply for a building completion certificate.
